EMERGING REGULATORY FRAMEWORK FOR PHARMACEUTICALS AND COSMETICS IN INDIA: CURRENT PERSPECTIVES AND FUTURE CHALLENGES
AbstractThe pharmaceutical and cosmetic sectors contribute significantly to healthcare improvement, disease prevention, and personal care by providing safe and effective products to consumers. Continuous industrial expansion, globalization, technological innovation, and the increasing use of online healthcare platforms have emphasized the importance of strong regulatory systems for maintaining product safety, efficacy, and quality standards. In India, regulation of pharmaceutical and cosmetic products is primarily governed by the Drugs and Cosmetics Act, 1940, Drugs and Cosmetics Rules, 1945, and Cosmetic Rules 2020 under the supervision of the Central Drugs Standard Control Organization (CDSCO). This review provides a comprehensive overview of the Indian regulatory framework related to pharmaceuticals and cosmetics with particular focus on CDSCO, regulatory policies, Certificate of Pharmaceutical Product (COPP), Certificate of Analysis (COA), import-export licensing, Cosmetic Rules 2020, Drugs and Cosmetics Act and Rules, Good Manufacturing Practices (GMP), online sale regulations, and regulatory considerations associated with pediatric and geriatric products. The review additionally discusses the significance of pharmacovigilance programs, quality assurance systems, digital regulatory advancements, and harmonization with international guidelines established by WHO and ICH. Major challenges including counterfeit medicines, regulation of e-pharmacies, documentation requirements, and global regulatory harmonization are also critically evaluated. The review concludes that continuous strengthening of regulatory infrastructure, adoption of advanced digital technologies, modernization of compliance systems, and implementation of coordinated regulatory reforms are necessary to improve consumer protection, healthcare quality, and international competitiveness of the Indian pharmaceutical and cosmetic industries.
